The Sino-Russian Eastern Route project starts from Heihe City in Heilongjiang Province in the north, passes through 9 provinces, autonomous regions, and municipalities directly under the Central Government, and ends in Shanghai in the south. The pipeline is 5,111 kilometers long, including 3,371 kilometers of newly-built pipelines and 1,740 kilometers of in-service pipelines. The whole line is divided into three sections for approval and construction: the northern section (Heilongjiang Heihe-Jilin Changling), the middle section (Jilin Changling-Hebei Yongqing), and the southern section (Hebei Yongqing-Shanghai).
